Transcript: KOREAS TO BUILD CROSS-BORDER RAILROAD, HIGHWAY SEOUL, SOUTH KOREA, AUG. 24 (UPI)--South Korea unveiled a landmark project Thursday to build a railroad and highway across the heavily fortified border with communist North Korea. "The project is part of efforts to implement the agreement reached at the inter-Korean summit in June," said an official at the Unification Ministry. A railway line will be built across the border to relink capitals of the two countries and will continue to North Korea's northwestern city of Shinuiju on the border with China, the official said. The railway has remained cut off since the Korean War in the early 1950s. The one-year construction is to begin on Sept. 15 after a ground-breaking ceremony to rebuild a 24-kilometer stretch of track across the 4 kilometer-wide Demilitarized Zone that divides the two Koreas, the official said. That will connect major railways already in service in both Koreas. The railroad will further go on to China, Mongolia, Russia and then onto France and Britain. South Korean President Kim Dae-jung said what he dubbed "Iron Silk Road" would give South Korea a link to Russia's trans-Siberian railway, through which Seoul can deliver products to Europe, the country's main market. A four-lane motorway also will be constructed along the railway line. The six-kilometer-long expressway will connect Seoul to a North Korea expressway leading to Pyongyang, Construction and Transportation Minister Kim Yoon-ki said. "Along with the railway linkage, the government decided to build the highway at the same time for a freer flow of personnel and materials, serving as a bridgehead for the establishment of the inter-Korean community," he said, adding the reconnection works will be completed within a year. "When built, the railroad and highway will accelerate exchanges and cooperation between the two sides," Unification Minister Park Jae-kyu said. The inter-Korean border has been tightly sealed with nearly 2 million troops deployed on both sides. There were no free travels, mail, or phone calls between the two Cold war rivals. South Korea plans to use military personnel to clear mines in areas along which the railway and highway will be built. The Defense Ministry is considering introducing advanced foreign equipment for a speedy and effective operation. North Korean leader Kim Jong-il has promised to mobilize tens of thousands of soldiers for the construction project. A Seoul official said South Korea is ready to offer labor forces, money, and technology to help North Korea build the railroad and highway.
